At the FORMA forum, Anton Yanchuk will talk about the specifics of the management of the seized property, and new opportunities for business in cooperation with ARMA. Anton Yanchuk was appointed Head of ARMA on December 16, 2016. In his work, he relies on the experience he gained as Ukraine’s Deputy Minister of Justice, and Deputy Minister of Justice for European Integration, as well as at various law firms. He was directly involved in the development of draft laws on combating corruption, including the Law on ARMA. Mr. Yanchuk also has a LLD degree.

Eka Tkeshelashvili
Head of EUACI
At the FORMA forum, Eka Tkeshelashvili will talk about international experience and the prerequisites and prospects of managing seized assets.
She has served in the government of Georgia as Minister of Foreign Affairs, Secretary of the National Security Council, Minister of Justice, and Prosecutor General. Mrs. Tkeshelashvili also held the position of the Chairperson of Tbilisi Appeal Court. She has worked for the Office of the Prosecutor of the International Tribunal for the Former Yugoslavia (in the Netherlands) and at the Lawyers Committee for Human Rights (in the USA).

Ruben Madsen
Ambassador Extraordinary and Plenipotentiary of the Kingdom of Denmark to Ukraine
Ruben Madsen is a Danish diplomat with many years of diplomatic experience. He worked as Ambassador, Deputy Permanent Representative to the United Nations, New York, Ambassador of Denmark to Belgrade, Serbia, and Ankara, Turkey. Since 2017 — Ambassador Extraordinary and Plenipotentiary of the Kingdom of Denmark in Kyiv, Ukraine.
In the fall of 2017, Ruben was part of the International Anti-Corruption Advisory Board, which operates under the auspices of the European Union’s Anticorruption Initiative in Ukraine.

Yaroslav Yurchyshyn
Executive Director of Transparency International Ukraine
At the forum Yaroslav Yurchyshyn will talk about the role of civil society in arrested assets recovery field and cooperation with ARMA. He has an extensive experience in organization of campaigns for public lobbying, political expertise and policy analysis. He worked as a Chief specialist in communication with the management of the Investment bank “Phoenix-Capital” and as a Head of the Assistant Service of the Secretariat Head of the organization “HART Foundation of Regional Initiatives”.

Stefan Schleuning
Head of Cooperation of EU Delegation to Ukraine
At the forum, Stefan Schleuning will provide a short overview of the EU’s support to the newly created Ukrainian anti-corruption agencies and highlight the importance of ARMA in the overall anti-corruption infrastructure. Mr. Schleuning started his assignment as Head of Cooperation at the EU Delegation in Ukraine on 1 September 2018. Prior to that, he was the Team Leader for Financial Co-operation at the European Commission’s Support Group for Ukraine (SGUA) based in Brussels and Kyiv. Mr. Schleuning joined the EU in 1999 and has worked on postings in Brussels, Eastern Europe, Eastern Africa and South-East Asia. He holds a master degree in History and Slavonic Studies from Heidelberg University.

Aidan Larkin
Head of Asset Recovery Department for Wilsons Auctions Group
At the forum Aidan Larkin will talk about the practical areas of asset recovery, from operational and pre-seizure planning considerations through to post enforcement issues. Aidan is the Head of the Asset Recovery Department for Wilsons Auctions Group. His role involves managing a diverse portfolio of law enforcement and government asset realisation contracts in UK, Ireland and as of October 2018, Belgium. A former Criminal Investigator for HM Revenue & Customs, Aidan has over 10 years financial investigation experience including tracing and realising assets seized under proceeds of crime and insolvency legislation. After qualifying as one of the UK’s youngest tax inspectors at 23 years old, Aidan received a Directors Award for Outstanding Achievement in Criminal Investigation from Donald Toon in 2011 and an additional commendation for excellence in tax investigations in joint law enforcement activity involving the Security Services and overseas entities.

Jean-Michel Verelst
Deputy King’s Prosecutor of Brussels (Belgium), Director of the Central Office for Seizure and Confiscation
At the Forum Jean-Michel Verelst will share Belgium experience in tracing and management of arrested assets. Since January 2017, he was appointed Director of the Central Office for Seizure and Confiscation (the Belgian Asset Recovery and Asset Management Office). He worked as Deputy King’s Prosecutor of Brussels and Deputy Chief of Cabinet of the Minister of Justice, after a career of attorney-at-law and in the private sector as a consultant in audit companies. In Autumn 2012, was posted to the Belgian desk of EUROJUST (The Hague, Netherlands for a period of three months where he dealt with the international cooperation cases submitted to the Belgian delegation.
He holds a Master’s degree in Law from the University of Louvain-la-Neuve (Belgium) and an Advanced Degree in Tax Law from the University of Liège (Belgium).

Hermione Cronje
Consultant of the Stolen Assets Recovery Initiative
Hermione Cronje is employed as a consultant by the Stolen Assets Recovery Initiative (StAR Initiative), a joint initiative of the World Bank and United Nations Office on Drugs and Crime (UNODC). In 2017 she drafted a UNODC Study on the Effective Management and Disposal of Seized and Confiscated Assets.
Between 1998 to 2012, she was employed in various capacities in the National Prosecuting Authority and National Inter-agency Anti-Corruption Task Team in South Africa, a multi-agency task team established to investigate, prosecute and recover the assets of persons involved in grand corruption. She has an MPA from Harvard University Kennedy School of Government.

Elena Galiguzova
Advisor to the Head of ARMA
Elena was a Director of Asset Management Department with ARMA. She has created Assets Management Division from scratch and implemented number of initiatives dedicated to development of the cooperation between the government and businesses. She is currently advising ARMA in connection with an implementation of state policy on asset management seized in criminal proceedings. Elena has 15 years of experience in finance. During 2007-2016, Elena worked at UkrSibbank JSC, BNP PAPIBAS Group (Ukraine, Kyiv). Elena led restructuring practice in Ukraine and managed a distressed portfolio of corporate loans.

Victor Vyshnov
General Director of the state enterprise “SETAM”
Victor Vyshnov, speaker of the forum FORMA, since 2016, holds the position of General Director of State Enterprise SETAM OpenMarket, a state-owned enterprise established by the Ministry of Justice of Ukraine to facilitate the implementation of state policy in the area of the enforcement of court decisions, decisions of other bodies or officials. In November 2017 OpenMarket and ARMA began cooperation on the realization of the arrested property. The state agency “SETAM” has for the first time in Ukraine introduced a system of auctions using the innovative cryptographic technology Blockchain.
Before, Mr. Vyshnov held management positions at agrarian, industrial and service sectors. Has experience in teaching. Ph.D. in Political Science.

Gleb Kanevsky
Chairman of the Public Council at ARMA
At the forum, Gleb Kanevsky will talk about the direction of civil control over ARMA in the period when the Agency was established, and will highlight the important role of public support for managers at the stage of the ARMA establishment.
The speaker has extensive experience in social activities, being a Member of the Anti-Corruption Group of the Reanimation Package of Reforms. He is an author of numerous journalistic investigations, a Head of the StateWatch expert organization and a program consultant of the International Institute for War and Peace Reporting in Ukraine.

Bianka Maria Scalet
Member of the Board of Directors of the Italian agency for the management of Seized Assets
Bianka Maria Scalet is a senior expert on implementation of integrated pollution prevention and control measures to industrial processes and expert for the Italian Ministry of Environment. She has participated in European projects for enlargement to candidate countries (Turkey) and for approximation to partner countries (Ukraine). Speaker has an extensive experience in mediating between Industry and the Institutions.
Bianka is a member of Technical Staff, Office of the State Secretary to the Italian Prime Minister. In 2016-2018 she was a Member of the Cabinet, Presidency of the Council of Ministers – Minister for Territorial Cohesion and South of Italy.
